Mr. Hall attended Union Elementary, Washington Middle, and College Hill Junior High, then Arkansas Highschool, where he excelled in band. He received a Business Degree from Texarkana Community College and an Accounting Degree from Texas A & M, worked for Cooper Tire, Humco Labs, & The Renovators as an accountant. Dwayne learned his values in the Boy Scouts, was baptised at Imanual Baptist Church on Division Street, and is a Court Appointed Special Advocate for Children. His belief in conservative principals and the constitution will guide his votes and his leadership will be needed during few years at the city council.
